APPEAL FOR FIRST TIME APPLICANTS

APPEAL MECHANISM FOR FIRST TIME LOAN APPLICANTS FOR THE 2011/2012 ACADEMIC YEAR

Following release of names of successful loan applicants for the 2011/2012 academic year,
there are students who have expressed their intention to either appeal against amounts of loan
given or to be considered for loans for those who have missed them.
    
Since an appeal is a statutory right of a person/applicant, the Board hereby informs students
who wish to appeal that appeals can now be done online through the HESLB Online Loan
Application System (OLAS) (http://olas.heslb.go.tz). Appellants are encouraged to make use
of the OLAS Online Help Menu which is available to assist those facing difficulties.

Appellants are required to pay an appeal fee of Tzs 5,000 through ZAP (Airtel Money) &
M-PESA and keep record of the Transaction ID.

It should be noted that a genuine appeal should be backed by substantial new information
which were not previously provided in the loan application process.


The deadline for the appeals shall be 31st December, 2011 beyond which no appeals shall be
entertained.

The Board would like to make it very clear that since the budget for loanable funds have already
been exhausted, only genuine appeals worthy of re-consideration may be attended.
