Dear Madam,
RE: THE STUDENT’S GOVERNMENT CLAIMS/DEMANDS AND ULTIMATE REFERENDUM TOWARDS CENTER MANAGEMENT
The heading above is highly concerned .The students in your center are being suffering from consecutive academic problems caused by management something which brings a lot of questions to students’ government and once the students’ leaders address those problems you fail to respond accordingly something can bring chaos between management and students hence destruction of their future academic plans and their life in general at individual level to national wide.
Consider the following critical problems which are usually happening without clear clarifications from your office ,
· Examination rules are usual not considered each semester, this can be evidenced when you fail to release exams results on time according to exams regulations which is legally to be followed .For this case , we as students government , we are not expecting to see the violation of exams rules which is usually done by your office.
· It has been a tendency of your office to release results with un necessary problems and you have been looking as normal and right to do so and no any action has been taken against these problems .For example, results for last year FAHE ( special and supplementary) were late to be released, still evening program are not yet and this has been caused by your lack of accountability and inadequate management. This can bring negative reaction upon the matter.
· Results appeals are not given to students something contrary and violation of rules as it contradict students when they see their results remain the same , this is evidenced when a student asked “why my results remain with supplementary course while I did the supplementary examination?” that’s why we are asking where is your accountability and objectives toward the students academically and university as a whole.
· The problem of including the courses to students results which are out of their courses registered for , and the problem of absentees while a student attempted the exams. This has been for a long time and it has no any clarification.
· The decision you made against the students by introducing un reasonable and un clarified fee (20000Ts) for those who ought to sit for special exams with different reasons .There was not students government representative who attended the meeting you held for such decisions which affect the students and their government and it is not stated any where in our guiding books.
· The problem of starting a new academic semester without first semester’s result is contradicting issue and is against the rules and our University exams regulation and it will cause difficulties for students to pay the tuition fee while they do not know their result which tells them either they are continuing with studies or discontinuing.
· The rejection of students to sit for university examination who over paid tuition fee last year .This might be caused by lack of professional personnel who can use database accurately and keep records properly and not an individual student problem.
· There is an interference of students fund by DDPF and University Accountant which cause the students government to fail running the students affairs . They have delayed to open students account as a delaying technique to hinder or reduce government efficiencies.
· The transformation of student government office aimed at reconfiguring the internet services for students but up to the moment, there is nothing going on and there is not any information about it. Therefore, the bad results can not be avoided for this case.
· Learning environment at the centre is not welcoming at all, we have been receiving every promises of improving them but they are not yet conducive. For example, some Classes have not even a single Chair and they are allocated to be Lecturers rooms eg.LT 7 and CRs. Some Lectures room haven’t electricity through out the semester and bad enough during University examinations students failed to use them while they have paid tuition fees.
· Some students have not completed their lecturers and others failed to sit for University exams as they have been admitted to hospitals due to poor hygiene of Latrines in the Centre.
The Students government(SMC) declarers the following ,
1. We are totally against the new proposed university almanac which is not favorable to students of St.Mark’s Centre, this is due to the fact that it has not shown the date for special exams and supplementary examination which we expect all to be done before next semester as it is stipulated in the University Examination Regulations .
2. We are not ready to start a new semester without knowing our first semester results and seeing the solutions against the critical problems mentioned above which are seemed to be like university cancer .
3. From the moment on wards, the Student government on behalf of their beloved students will not accept and abide to any decisions reached by the Center management without participation of student government as we agreed before through your letter. Because since we received the letter of introducing representatives in various management meetings, there is not any decision making meetings which involved student representatives .And this is not fair.
4. We also not accept your decision of demanding students to pay Tsh.20000 for Special University examinations because the students have already paid Tsh.40000 for University examination fees. Remember that, this is not appealing fees which is legally acceptable.
5. All Supplementary and special examinations results of the last year 2010/2011 semester 2 with discontinued are invalid because the victim students have already attempted University examination for the semester 1 of the new academic year 2011/2012.
6. We request for the responses of the above mentioned chaos before 15th February 2012 ,out of that we will go for further steps like TCU, Ministry of education, Legal institutions as well as Mass medias to inform the public of Tanzania on what is going on here especially St. mark’s , Dar es salaam.

Serikali katika chuo chetu hain nguvu ndo maana baaadhi ya watu wenye busara wakaiita 'SERIKALI KIBOGOYO' serikali instahili pongezi kwa kufanya mengi ili hili la kielimu ambalo ndio msingi wa uwepo wetu hapa chuoniimeshindwa kujipanga vema.
